[Update]: Overwatch is bringing in Sigma's Maestro Challenge and accompanying Legendary skin this July 14th

It may have taken a fair bit of time to iron out the details, but Blizzard has now brought back Open Queue as an alternative competitive mode. Once it officially launches with the start of Season 23, Open Queue will have its own Skill Rating (SR) and leaderboard, and naturally, will be entirely separate from the main Role Queue mode.

Additionally, Blizzard has made it so the maximum SR you can earn after placement matches is now 3900. Players that hit this cap will still be matched according to their true skill rating so high-Masters won't be a complete mess, but should they desire to reach the higher echelons of the leaderboards, they'll need to put in a bit of extra work.

Besides the various changes to competitive play, this update has also brought in a some significant tweaks to the heroes themselves. Ashe and Brigitte have been nerfed, quite severely so in Brigitte's case, while both D.Va and Junkrat have received some rather nice buffs.

You can find the full list of changes, as well as learn more about Open Queue, over at the Overwatch forums. Good luck with your placement matches!
